An Education Economist, Mr. Kofi Asare after calculating how much the Akufo-Addo government will spend on Free SHS beneficiaries this year has proposed for the Free SHS program to cover only public JHS graduates.
According to him, the Government of Ghana (GoG) this year is paying GH₵ 2,388 per fresher (boarding) and GH₵ 1,896 for continuing students (boarding) under the Free SHS, which is approximately GH₵ 2 billion.
He in a post-sighted by Educationweb.com.gh said salaries, goods & services in addition to the student’s expenses for 2021 will cross GH 4 billion, over 32% of the entire education budget spent on only 1.2 million SHS learners.
The EducWatch Executive Director furthered that the government spending over 32% of the entire education budget on Free SHS contributes to why Basic schools with 6 million learners continue to struggle for resources.
“I propose only Public JHS graduates should enjoy free SHS. Based on EMIS data, we estimate that to be 70% of SHS students. The remaining 30% (About 400,000) private JHS graduates should pay 50% fees,” he suggested.
The Education Economist and policy Analyst continued that “I support IFESTs call for remodeling the financing of the free SHS. I believe it is possible to target and free some cash for public Basic education.”
