Willis was born in Idar-Oberstein, West Germany, in 1955, and relocated to New Jersey with his family when he was two years old. He worked odd jobs after graduating from high school before deciding to pursue acting. He attended Montclair State University for acting and afterward relocated to New York City to develop his profession.
Willis began his career as a theater actor and had numerous minor television parts before obtaining his breakthrough role in the famous TV series Moonlighting in 1985.
